The two armored titans were still trying to recuperate from their battle. Leaning against the wall, they barely moved for two reasons: 1. They were exhausted and badly injured. 2. They didn't want to give the other any indication that they might attack the other. They barely even spoke two words to eachother. They both knew that they would eventually have to make contact or stay pinned against the wall, trapped by their own paranoia. Samus looks over at the one beside her.
"I'm not going to fight... are you?"
The Chief remains silent, then replies in that dry voice of his.

The Arbiter moves around the Command center, checking the holographic monitors. He has to remain ever alert. The pirate ships were still on the other side of the planet, increasing the strength of their position as each second goes by. Fortunatly, his brothers on the surface of the planet were doing the same. The ShipMasters wanted to move over the planet and attack the pirates directly, but the Arbiter forbade them to do so. He did not wish for his brothers to walk into a trap, but he also did not want his comrades planet-side to be destroyed from orbit by wait

The shooting and grenade explosions that had filled the dark marsh that surrounded him had slowly come to a stop some time ago; leaving this dank, wet place in a pouring rain that would otherwise be a silent unnerving calm. Because most people read the comments after they finish reading the chapter, I can confidently tell you that, yes, I had planned on the Arbiter betraying the group from the very beginning. Did I make it obvious enough? I mean, seriously, the "if" of his betrayal wasn't supposed to be surprising, just the "when". As for the why?
Well, keep in mind that this is supposed to take place before Halo 3, before Arbiter and the Chief are BFFs. Arbiter's still smarting from his disgrace, and he blames everything on the 'Demon' that ruined everything for him. He may have been able to keep a level head during the fight on Delta Halo, but here the Chief is right in front of him and now there are practically no obstacles between himself and his goal (i.e. Dark Samus) that he would need help from allies to circumvent. Shit, meet fan.
Also, as you may have guessed from previous chapters, Weavel doesn't do well with plans that keep him from doing what he wants. He's a leader, not a follower, he just tends to forget that he's quite a bit tougher than most of his followers.

The Arbiter at first was loyal to the Great Journey like all Covenant, but as Halo 2 went on, he saw what the Prophets/Brutes did, and learned that the Great Journey is a lie. He slowly switched from a Zealot into who he is in Halo 3, willingly helping the humans. The Arbiter didn't magically become trustworthy of the Chief when Halo 3 starts, he gradually changed as Halo 2 went on. Learning the Great Journey was false, all the Elites that survived joined the Arbiter, although I'm not sure on the Storm Covenant in Halo 4, I'm just assuming they were away looking for artifacts or something like that for several years, and weren't told the war was over/still believe the Forerunners as gods(not sure what happened to all the Elites from Halo 3 or the Covenant as a whole, and whether or not they still believe this). Not sure what good that will do now, but i thought I'd throw in that bit of constructive criticism(unless you address this thing later).
